On June 14, 2017, a kitchen fire in a fourth-floor flat in North Kensington breached a window frame and ignited the building's newly refurbished facade. Within minutes, flames raced 20 stories upward through combustible polyethylene cladding, exposing decades of regulatory deregulation and lethal cost-cutting.
Value engineering and the £293,000 compromise
Built in 1974, Grenfell Tower was a concrete brutalist social housing block. In 2014, the local council and management organisation (KCTMO) initiated a £10 million thermal refurbishment to improve energy efficiency and modernize the building's appearance.
During the procurement process, lead contractor Rydon and KCTMO conducted an aggressive value-engineering exercise to cut costs. The original proposal specified fire-retardant zinc composite panels.
To save approximately £293,000, the team switched to Reynobond PE panels—thin sheets of aluminum sandwiching a core of pure combustible polyethylene plastic. Polyethylene is essentially solidified petroleum with a calorific fuel value comparable to diesel fuel.

The rain-screen chimney effect
The building's new envelope was constructed as a ventilated rain-screen system. A 50mm air cavity was left between the exterior combustible panels and the Celotex RS5000 combustible polyisocyanurate foam insulation attached to the concrete walls.
Cavity fire barriers—designed to expand under heat and seal off the gap to prevent chimney effects—were installed incorrectly, were missing in critical perimeter junctions, or were sized improperly.
When a refrigerator-freezer caught fire in flat 16 on the fourth floor, the heat melted the unsealed uPVC window frame and flashed directly into the cavity. The vertical gap acted like a giant blast furnace chimney, drawing air from below and projecting flames 20 stories straight up the facade at a terrifying rate of one floor every 45 seconds.

The breakdown of the "Stay Put" doctrine
British residential fire strategy relied entirely on the "Stay Put" doctrine: the presumption that a fire would remain compartmentalized inside a single flat for at least 60 minutes, allowing firefighters to extinguish it while other residents remained safely inside.
Because the fire was spreading externally across the entire facade, flames simultaneously penetrated dozens of apartments from the outside. Thick, cyanide-laden toxic smoke flooded the building's single central staircase, which lacked positive pressure ventilation.
Emergency dispatchers continued advising trapped residents to stay inside their flats for nearly two hours after the building envelope had fully ignited. The subsequent Hackitt Independent Review and Grenfell Inquiry concluded that the disaster was entirely foreseeable and driven by a toxic culture of corporate obfuscation and systemic deregulation.
